Are there any advantages to being an overgoverned society?

Yes, but it is a chimera. At a fundamental level individuals cede power to the government (or anybody really) out of a fear of exercising personal accountability in making difficult decisions. A hyperactive government is much like an overbearing parent. While their protectiveness may limit short term harm, they will prevent the child from blossoming and shouldering the mantle of responsibility in their own time. Inevitably this protective body produces stagnation as its policies prevent the perpetual growth of society.
