No. If everyone were entitled to, as the video suggests, $10k a year, the able-bodied and rich would benefit (as they go from receiving no government assistance to some government assistance), whereas the poor and sickly would be hurt (as they go from having "customized" assistance based on their need to an arbitrary amount of aid).
However, if we built UBI on top of current assistance programs by taxing the very wealthy, it can have the chance of lessening the burdens of inequality.
It all depends on the implementation of this policy.
