What is a cyberattack?

A cyberattack is any type of offensive ploy employed by countries, individuals, groups, or organizations that targets computer networks, information systems, infrastructure, or personal computer devices. It uses a malicious code to steal, alter, or destroy a specified target.

What is deterrence?

Deterrence is the ability to prevent an unwanted military action through the threat of consequences, thereby avoiding a larger conflict that would put American lives at risk. Effective deterrence uses clearly communicated consequences backed up by a perceived willingness to follow through on them.
