One way to make health insurance more affordable is to allow small businesses to pool their employee pools and spread the risks across the entire base instead of across just a few employees.
A better way might be to re-incentivize the market based on outcomes rather than paying per diagnosis. This would mean that doctors would be paid more for helping people prevent care where possible.
