An end state for Iraq and Syria would be a stable, fair and democratic government put in power that is capable of addressing their own affairs without the need of foreign intervention.
I would think to achieve that you might need to clearly be able to define what ISIS is and why they are choosing the destructive path they are on. It is a good possibility that a democratic government would not work there at this moment. The cultural backdrop of the area is not ready. The United States would need to have a clear and defined reason as to why they are there in the region and what their intended expectations are.
